Disclaimer
The
rules and/or regulations set forth herein are designed to provide for
the orderly conduct of racing events and to establish minimum acceptable
requirements for such events. These rules shall govern the condition of
all events, and by participating in these events, all participants are
deemed to have complied with these rules. NO EXPRESSED OR IMPLIED WARRANTY
OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES
AND/OR REGULATIONS. They are intended as a guide for the conduct of the
sport and are in no way a guarantee against injury or death to a participant,
spectator, or official.
The
race director shall be empowered to permit reasonable and appropriate
deviation from any of the specifications herein or impose any further
restrictions that in his or her opinion do not alter the minimum acceptable
requirements. NO SUCH EXPRESSED OR IMPLIED WARRANTY OR SAFETY SHALL RESULT
FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation
of these rules is left to the discretion of track officials.
The

PHOTOS and VIDEO. All images, videotape, camera film, etc…
taken on Jackson County Raceway Park grounds remains the property of MBM
Promotions, LLC. All drivers/owners should inform their crewmembers, fans
and families that no images may be used for commercial gain without written
permission from MBM Promotions, LLC. Anyone found publishing images taken
at Jackson County Raceway Park without written permission would be in
breach of copyright laws. Jackson County Raceway Park reserves the right
to restrict any person or persons from photographing events held at this
facility. Furthermore, MBM Promotions, LLC reserves the right to confiscate
any film taken of any event.

Promotions - Rules and Guidelines
Section
1 - General Rules and Guidelines
1.1
Voluntary Association
1.1.1
Involvement with MBM Promotions is voluntary. If you register to race
you are accepting the rules of the track. Please read and become familiar
with them.
1.1.2
Although the rules are comprehensive, they may not address every situation.
The Race Director of the event will consider the goals of the promoting
organization, MBM Promotions, common sense and the spirit and intent of
these rules to make a decision. The Race Director may make any changes
or additions to the rules when deemed necessary. The Race Director's decision
is final.
1.1.3
Continuous development in racing may necessitate changes that could not
be anticipated at the time of printing. Alternate rules may be necessary
to update, modify, add or delete.
1.1.4
No changes from normal running rules shall be made unless all drivers,
crew and officials are notified of changes prior to starting the event,
such as in the pit meeting, or posting of changes in writing. Anyone not
attending the pit meeting will not be given consideration on rule changes
during an event.
1.1.5
The Race Director reserves the right to refuse entrance to any kart, driver,
owner, or any other person or persons to the pit area, infield, or grandstands.
1.1.6
Visiting karts must comply with the rules and specifications in order
to compete with MBM Promotions. However, the Race Director reserves the
right to waive certain irregularities on a one-time bases in order to
allow a visitor to compete providing the car will not be a hazard on the
track. To compete regularly at the track the kart must meet all rules
and guidelines set forth. Any deviations from the rules should be brought
to the attention of the track officials/race director before the races.
1.1.7
Here in all race vehicles will be referred to as kart(s), however this
includes all race vehicles that may participate at the track.
1.2
Safety Policy
1.2.1
Kart racing is a risky pursuit. Safety is the first concern of the promoting
organization and the competitors. Many of the rules and guidelines are
for your safety and the safety of others. Please do your part in helping
the promoting organization in making the track a safe racing experience
for everyone.
1.2.2
All motor vehicles in the pit area will maintain a safe slow speed to
insure the safety of those in the pits. Those found to be endangering
others by speeding in the pits may be disqualified and/or asked to leave.
1.2.3
MBM Promotions will not be held responsible for damage to any vehicles
in the pit area or competition area. Only tow or officials vehicles, will
be allowed in the pit area. All tools and equipment should accompany the
kart and/or tow vehicle.
1.3
Driver Age and Skill
1.3.1
The class structure details age or experience requirements for all classes.
1.3.2
A driver's age on January 1st will determine their age for
the calendar year. On your birthday, you may choose to continue in the
class you are racing until the end of the season or move up to the next
age group.
1.3.3
A certified birth certificate or locally defined documentation will be
required as proof of age.
1.3.4
There may be local option to allow experienced drivers to move to a different
age class before reaching the minimum age of the class. Please check with
the promoting organization about the policy of the track.
1.3.5
A driver must be able to demonstrate the required skills to enter a class,
if requested to by the Race Director. If the skills do not meet the class
standard of the participants to race in a class, you may be asked to race
in slower or less crowded class for safety.
1.4
Competitor and Crew Conduct
1.4.1
All persons in the pit and staging area shall conduct themselves in an
orderly manner. No physical contact, verbal abuse, or violence of any
kind will be tolerated by an official, participant, spectator or other
person. Violators of this policy will be asked to leave the facility and,
if necessary, removed from the site. Local law enforcement will be called
if needed.
1.4.2
Alcohol and drugs are not permitted in the pit and staging area. Anyone
suspected of using alcohol or drugs will be asked to leave and the participant
will be disqualified from the event.
1.4.3
Competitors are responsible for the actions of their crew. Unacceptable
behavior may subject the driver to disqualification from an event. If
a crewmember is asked to leave the facility for disorderly behavior, the
competitor may also be disqualified at the discretion of the promoting
organization. The Race Director's decision is final and cannot be protested.
1.4.4
Any participant, crew member or representative of a participant entering
the scoring/judging stand, announcers area, or flag stand for the purpose
of argument will disqualify the participant from the event.
1.5
Waiver of Liability and Minor Releases
1.5.1
All persons entering the pit and staging area are required to read, understand
and sign the required documents before entering. This is for your protection
and the protection of the promoting organization.
1.5.2
Failure to sign the required documents will be grounds for removal from
the event.
1.5.3
A minor's release is required for any person under 18 years of age entering
the pits. This requires a signature of the legal guardian and the minor.
You are encouraged to review the waiver prior to coming to the track.
1.6
Fees and Charges
1.6.1
The promoting organization is responsible for posting fee schedules and
payouts schedules prior to the event.
1.6.2
The pit pass is a fee charged for entry into the restricted areas of the
facility. It must be worn on the wrist and visible at all times.
Section
2 - Race Procedures, General Kart and Driver Safety
2.1
Registration
2.1.1
All drivers must be registered prior to the race.
2.1.2
A responsible adult must accompany a junior driver to registration.
2.1.3
Kart numbers will be issued to registered driver/owner on a first-come,
first-serve basis.
2.1.3.1
Only single or double-digit numbers will be allowed. Duplicate kart numbers
will not be allowed within the same class.
2.1.3.2
All driver/owner must register their kart number prior to the event.
2.1.3.3
After the first season, numbers that have been used the previous year
may keep the same number as long as they per register prior to the start
of the season, with a specific date being posted prior to the season starting.
2.1.3.4
All karts will have legible numbers, of at least 8 inches in height, of
contrasting color, mounted on both sides and front of the kart.
2.2
Pre Race Technical Inspection
2.2.1
Personal Safety Equipment
2.2.1.1
Headgear: Full-face helmets designed for competitive motor sports use,
that comply with Snell Foundation specifications M95, SA95, K98, M2000,
SA2000, SFI-31.2 or
SFI-41.2
are mandatory. SA rated helmets recommended for Champ Karts. Helmets must
be secured with a strap. A full face shield, integral with the helmet
is highly recommended.
2.2.1.2
Neck Braces: Collar-type, unaltered neck braces designed for motor sports
use is mandatory in all classes. Loss of neck braces during the event
will be cause for a black flag to be given to the driver losing the neck
brace. The kart will be placed at the back of the field if the race has
to be stopped do to derby on the track.
2.2.1.3
Driver Apparel: Drivers are recommended to wear driving suits or jackets
made of leather, vinyl, abrasion resistant nylon or equivalent. Gloves,
socks, shoes, long sleeves, and long pants are mandatory.
2.2.1.4
Flame-retardant suits with an SFI-3.2A/1 minimum rating are recommended
for Champ Kart drivers.
2.2.1.5
Arm Restraints are mandatory and must be attached to restraint system
in Champ Karts.
2.2.1.6
If drivers hair extends below the helmet the driver must wear a head sock
or have hair well secured under helmet to prevent the drivers hair from
extending below the collar.
2.2.1.7
Loose clothing, bandanas, scarves, hoods, loose belts, etc. are not allowed.
2.2.1.8
The use of flak jackets or other chest protection devices is highly recommended.
2.2.1.9
All personal safety equipment is subject to, and shall be available for,
pre-tech inspection.
2.2.2
Kart Requirements
2.2.2.1
The kart must be neat in appearance, in good repair, and show quality
workmanship and must meet the requirements set forth in each particular
class.
2.2.2.2
Safety items and chassis/body work dimensions are subject to pre-race
tech inspection and are not part of the post race tech procedure. Any
changes to pre-race tech items must be approved by the Race/Technical
Director.
2.2.2.3
Burris tires required for all karts
2.2.3 General Safety Equipment
2.2.3.1
Each kart team will have a working fire extinguisher. The extinguisher
will be presented at pre-tech.
2.2.3.2
Kart teams are responsible for keeping their pit area free of litter and
dangerous obstacles.
2.2.3.3
Flammable liquids will be stored in the approved containers for that liquid
and marked "Flammable".
2.2.3.4 Rear axle break only. NO FRONT BRAKES.
2.3
Post Race Technical Inspection
2.3.1
Drivers must weigh IMMEDIATELY after the main event. Karts will proceed
to the designated post race inspection area IMMEDIATELY. Karts going to
any other area may be subject to disqualification.
2.3.2
Restrictor plates are subject to tech at any time.
2.3.3
The Technical Director will decide how many karts will be impounded for
technical inspection. Participants will be notified prior to the event.
The Technical Director will decide what and how much tech will be done
in each class. Tech may be waived if the top five drivers unanimously
consent.
2.4
Drivers Meeting
2.4.1
All drivers will attend a MANDATORY drivers meeting. Local flag rules,
starting procedures, yellow flag procedure, re-entering the race track,
lap traffic instructions and event schedule and safety issues will be
discussed. The Race Director may elect to start any driver who misses
the drivers meeting at the rear of the heat and/or feature event.
2.4.2
It is MANDATORY that the crew chief/supervising adult accompany young
racers to the drivers meeting.
2.5
Format
2.5.1
MBM Promotions will select a format that is to be used for the events.
The format will be based upon safety consideration, the time allotment,
availability of equipment, scoring and officiating resources, and other
local factors.
2.5.2
Rainouts
2.5.2.1
In the event of a rainout occurring prior to the features, the event will
be considered to be incomplete and every attempt will be made to reschedule
the event.
2.5.2.2
If ALL heats have been run then points will be awarded for the heats to
all classes.
2.5.2.3
If only part of the heats have been run then only participation/show points
will be awarded to karts present and ready to race.
2.6
Class Size Policy
2.6.1
Classes with 5 or more karts will race by themselves; classes with 3 or
4 karts should expect another class to run with them; classes with 3 or
less will race with another class.
2.6.2
The popularity of some classes mandates there be a policy to control the
number of karts in the feature race. Class size and track safety will
be taking into consideration when limiting the number of karts in the
feature race. If it becomes necessary a B-Feature will be run.
2.6.3
Motocross (Pea Pick) Format
2.6.3.1
Each class will run 2 heat races and a feature. The number of laps may
be adjusted based upon the size of the facility.
2.6.3.2
Starting positions for the first heat races are based upon a draw. Positions
are reversed for the second heat.
2.6.3.3
Starting positions for the feature will be based on the driver with the
best average finish in the heat races. Tie will be broken by 1st
heat finish position.
2.6.4
Point Per Night Average Format
2.6.4.1
After the first night of racing, heat and feature line ups will be based
on a point per night average. Karts that have no average will be placed
at the back of the field.
2.6.4.2
The previous events feature winner will be placed at the back of the field
for the feature.
2.6.4.3
Karts that miss two or more consecutive races will be placed at the back
of the field at the next race they participate in.
2.7
On Track Policy
2.7.1
Flags
2.7.1.1
Checker Flag - the race is finished. Slow to a moderate pace. Proceed
slowly to the designated post race inspection area or exit the track.
2.7.1.2
White Flag - one lap to go in the race.
2.7.1.3
Black Flag
2.7.1.3.1
Rolled & Pointed - a warning about driver conduct.
2.7.1.3.2
Waved/Open - must exit the track immediately because you have been disqualified
for a driving infraction or unsportsmanlike conduct, unsafe equipment
or loss of safety apparel. If a participant ignores the black flag along
with his/her number being displayed by the flagman, the driver will be
disqualified for the race.
2.7.1.3.3
The flagman or official at any time during a race have the right to deem
a kart unsafe and have the flagman give the kart in question a black flag.
2.7.1.4
Red Flag - the race has been temporarily halted. After slowing to a safe
stop, drivers shall proceed safety to the starting grid under direction
of the flagman and track workers.
2.7.1.4.1
If the red flag occurs prior to the halfway point, the race may be restarted.
Restarts will be in the same order as the last completed and scored green
flag lap prior to the red flag. Karts involved in the red flag event will
be place at the back of the field.
2.7.1.4.2
If the red flag occurs at or after the halfway point, the race score as
a completed race and the results will reflect the last completed green
flag lap. Karts involved in the red flag event will be placed at the back
of the field. The officials will make every effort for the event to finish
under a green flag, however time and local conditions may require the
race to be scored as complete. Red flagged races will be declared official
if the track officials decide the event cannot be completed. The Race
Director will decide if a kart can continue in the event.
2.7.1.4.3
Any kart or driver flipping over (turning over) causing a red flag will
only be allowed to restart with the permission of the Race Director and
the Emergency Medical Personnel's approval. Any driver leaving the racetrack,
due to an accident, by ambulance, will not be allow to restart. Any driver
causing a red flag may be subject to not restarting, as determined by
the Race Director.
2.7.1.4.4
Any kart involved in an accident whose driver is transported to a health
care facility is subject to post tech. If driver does not return from
the health care facility prior to the end of post tech, scales will be
waived. The kart must be safety inspected before re-entering the track.
2.7.1.4.5
No working on karts during a red flag. Karts being worked on will be placed
at the back on the field.
2.7.1.4.6
Any kart causing a red flag due to mechanical reasons may restart the
race in the last position. If the same kart causes another red flag in
the same race for mechanical reasons, the kart will be sent to the pits.
2.7.1.5
Green Flag - Start; course is clear.
2.7.1.6
Blue Flag - A lapping kart is attempting to pass, give them consideration.
If you continue to block the progress of the faster karts, you may be
black flagged.
2.7.1.7
Yellow Flag - there is danger on the course and there is a need for caution.
2.7.1.7.1
When a yellow flag is displayed anywhere on the track, it signifies a
full course caution. Do not race back to the line on a yellow flag. When
the yellow flag is displayed, slow down. There will be no passing until
the green flag is displayed again. The field will form a single file restart.
2.7.1.7.2
ALL of the karts involved in the incident will start at the back of the
field on the restart. If you are involved in the incident do not expect
to "get your spot back" . Note, this rule " doesn't"
state who caused the yellow, it says, "all karts involved",
including karts that spun to avoid the incident.
2.7.1.7.3
Yellow flag laps and pace laps are to be run at a reduced pace (speed),
set by the race leader. The field should look for safety personal on the
track. Watch the officials for signals as to where you restart.
2.7.1.7.4
Position after a yellow flag will be based on the last completed and scored
green flag lap. If you don't know where to restart pull to the inside
of the track near the flag stand and raise your hand so the flagman and
officials can get you in the correct spot. No passing will be allowed
when the yellow flag is displayed.
2.7.1.7.5
Karts receiving a rolled up black flag during a caution (under yellow
flag conditions) will be placed at the back of the field.
2.7.1.8
The yellow flag is used to protect the drivers on the track. If there
is no danger to a kart or driver, the yellow will not be thrown.
2.7.1.9
Racing is not a contact sport. Although it is understood some inadvertent
contact will occur, intentional and avoidable bumping, nerfing, pushing,
etc., will be grounds for disqualification. You will be warned only once
with a rolled up black flag. If infraction warrants the race director/track
official does not have to give a warning.
2.7.2
General Rules
2.7.2.1
The Race Director may disqualify a competitor for the race, event or season
depending on the seriousness of the infraction.
2.7.2.2
Data acquisition is legal in all classes. The retrieval of the following
functions only is legal: RPM and speed, lap times and water, cylinder
head and exhaust temperatures, and G sensors.
2.7.2.3
Radio communication between driver and pit is illegal in all classes.
2.7.2.4
Approved exhaust silencers or mufflers are recommended in all classes.
See rules for approved silencers.
2.7.2.5
The use of tire warmers is illegal.
2.7.2.6
Team driving is not allowed. Karts deemed to be driving as a team or "pushing"
can be black flagged.
2.7.2.7
Re-entry to the track will be allowed only from the designated area AND
after being directed by track/safety officials to re-enter the track to
insure safety. Kart will be placed at the back of the field if a caution
occurs before re-entry.
2.7.2.8
During races, the only people allowed on the track are the safety crew
and track officials. Everyone must stay behind the fences at all times
unless requested by the officials to assist for a special reason. Anyone
entering the track without permission may cause the participant to be
disqualified.
2.7.3
Line Ups
2.7.3.1
Starting lap restarts - 2 attempts will be made to complete the first
lap with out incident. On the third attempt the field will be placed in
single file.
2.7.3.2
It is the responsibility of driver to check line ups and to have their
kart in the staging area for line ups as posted.
2.7.3.3
Karts not in their proper place when directed to the track from the staging
area will start in the back of the field. We will not hold an event up
for you.
2.7.3.4
Once the karts have been staged for their event and entered the track,
they will move straight ahead to fill any empty slots in the line up.
2.7.3.5
The inside pole driver sets the pace of the start or the leader for the
restart of the race.
2.7.3.6
Jumping the start may result in being placed on the back of the field
or being docked positions on the finish results.
2.7.3.7
If the front row jumps the start on two attempts, the front row will be
moved to the back. Both front karts are responsible for slow even starts.
2.7.4
Safe Driving
2.7.4.1
Competition is expected to proceed without you endangering yourself or
others. If, in the judgment of the race official, a driver bumps, crowds
or pushes another driver, the driver may be disqualified.
Section
3 - Points and Awards
3.1
Awards are presented to the top drivers who pass tech in each competitive
class.
3.1.1
To receive points you must leave the grid under power, take the green
flag, weigh in and pass post tech inspection.
3.1.2
The driver is the official entry into the event. You may change kart or
engine with the PRIOR approval of the Race/Technical Director. All equipment
used in heat race is subject to post inspection. If any part fails post
race inspection the driver is disqualified for the event.
3.2
Scoring Method

The following point method will be used for calculating season points
in all divisions;

3.2.1.4
Participation/Show Points
All
karts registering in a event with intention of participating will be awarded
20 points.
3.2.2
In the event of a tie in year end point total, the tie will be broken
by the most number of wins for the season, then by number of second and
so on.
3.2.3
In the event of a dead heat finish, the position goes to the inside kart.
3.2.4
Decisions of the officials/Race Director on interpretation of rules and
scoring of position in a race will be final. Public address announcements
are not official results. Official results must come from the official
scorers.
3.2.5 To qualify for series/year end awards you must complete at least
50% of the schedules point races. (In the event that a driver receives
points that put him/her in a trophy/award position but has not completed
the 50%, and provided that no one else is eligible for the position, they
may be given the option to purchase award at the track owner’s discretion.)
Section
4 - Protest Procedure
4.1
Official Calls or Results Protest
4.1.1
All protests must be submitted in writing to the Race Director within
30 minutes of the completion of the race that is being protested or, in
the case of a scoring protest, within 30 minutes after official results
have been posted and the results are declared official by the Race Director.
A protest can only be submitted by an entrant/guardian of entrant, per
consent signed, from the same class. Protests can only be signed by one
entrant. Once the Race Director has accepted a protest, additional protests
for the same infraction will not be accepted. The Race Director will decide
all protests before parties involved leave the track if possible.
4.2
Tech Protest
4.2.1
All protests involving technical rule infractions, such as engine or kart
specification, must be submitted to the Race Director prior to the last
kart of the class leaving the post tech inspection area after the feature.
Protests can only be submitted by an entrant/guardian of the entrant,
per consent signed, from the same class. Once the Race Director has accepted
a protest, additional protests for the same infraction will not be accepted.
The Race Director reserves the right to deny a protest or limit the extent
to how far a protest will be verified.
4.2.2
Protests involving engine tear down must be accompanied by a cash protest
fee of $40. The track is not responsible to furnish any tools or equipment
for the inspection on a kart protested by another entrant/guardian of
the entrant.
4.2.2.1
Karts being protested, requiring engine tear down, found to be legal will
retain the protest fee as compensation for cost incurred by the protest.
4.2.2.2
If the kart is found to be illegal then the entrant filling the protest
will receive the protest fee back.
4.2.3
Track officials reserve the right to demand the inspection of any part
of any kart to determine the legality at any time of the event.
4.2.4
The track also reserves the right to refuse the entrance of kart, driver/owner
for not complying with the rules.
4.3
Disqualification
4.3.1
Karts found to be illegal or refusing to be teched will not be allowed
to re-enter a MBM Promotions event until the reason for disqualification
has been resolved.
4.3.2
All points and/or winnings for the race event will forfeited on any kart
found to be illegal or upon refusal to comply with tech requests. Second
offences may result in forfeiture of all points for the season.
4.3.3
Any participant, crew member or representative of a participant entering
the scoring/judging stand, announcers booth, or flag stand for the purpose
of argument will disqualify the participant from the event.
4.3.4
The track reserves the right to impound parts or complete karts in the
event of disqualification or serious accident. Refusal to surrender illegal
parts will be grounds for suspension from future events.
